The Study and Practice of the Quality Supervision and Control System of Law Enforcement of the Public Security Organs

In view of the current status of law enforcement supervision and control of public security organs and problems faced by the subject of supervision,including decentralization of functions,overlapping responsibilities,insufficient supervision and control,excessive supervision and control levels,this article analyzes the practice in the reform of law enforcement supervision and control of the Public Security Bureau of Benxi City,Liaoning Province.It advices that the public security organ,when supervising the quality during the process of law enforcement and power control,establishes a relatively independent and introspective subject of supervision,a quality management system of law enforcement which features regulation in advance,supervision inwards and trace afterwards and a comprehensive quality supervision and control system which covers the whole process of the law enforcement to promote the standardization of law enforcement of the public security organs.All these must be based on the standard of ISO and guided by the total quality management philosophy.
