Public Service: Nature of the Civil Servant's Spirit

With the social and economic development in the new century,China is developing a government of public service,which demands highly for efficient public service from civil servants.New public service theory poses a challenge for traditional public administration theory and new public management theory,which is significant in guiding our development of a public service government and offers a new way of thinking for the understanding of the civil servant's spirit.This paper makes an analysis of the nature of the spirit by virtue of new public service theory,expounds about problems and explores the ways of fostering the spirit.
