Public Spirit:An Urgent Appeal of Social Management Reform——A Case Study of Grass-roots Social Management of Zhangzhou

Reforming the social administration is an important requirement for the economic and social development to which our Party and government attach great importance.To enhance and reform the social administration has been taken as a national strategy and now it is the key to the over-all work of Chinese Party and state.Recently,we has achieved some success in the practice of social management,but there are some problems and the causes for them are the lack of the public spirit of people.Developing people's public spirit through the civil society,civil education and legal construction will be of great significance for the rapid growth of social management.
