A Literature Summary on Cultivating the Spirit of Public Service

Civil servants own the power of state governance;however,they do not have inherent public service spirit.They seek for private rights as well.Therefore,how to cultivate the spirit of pubic service becomes an important subject.Chinese scholars have tried various methods to cultivate the spirit of pubic service,such as formal institution and thought education,self-discipline and external discipline,supervising and inspiring,positive and negative educations etc.However,there is a long way to go;much more deep-level analysis should be made through multi-angle innovation.
