Abstract
This paper, aiming at the complicated and confused contents of urban master plan in China, provides that the contents of master plan can be clas- sified as legal, policies-lead and guidance ones which should be respectively formulated and approved by government at different level. Then, it points out cor- responding implementation systems such as institution, supervision, feedback, examination and relief system in order to improve the reform of urban master planning.
