Abstract

By analyzing the general background of urban master plan in the new era and the formula- tion of master plan from 1980s to 1990s, this paper presents a methodology of master planning through which the implementation be paid the same impor- tance as the planning itself, that is, master planning in new era should inherit former plans, be perspective- oriented and focus more on conservation of natural and cultural heritage. To improve the feasibility of planning, it suggests categorizing the contents of plan- ning relating to legislation, policy and market.
