Abstract

In this paper, the authors first explain the concept of regulation in detail. Based on the nature and economic characteristics of telecom industry, the authors suggest that for the opening-up of telecom market, the administration should be reinforced but not be weakened. According to the conditions of China, and finally the authors conclude that the reconstruction of regulation mechanism is an urgent task for the government and put forward several suggestions for this target.
