Research into Institutional Construction of China's Basic Level Public Health System

Medical service system in basic level should provide basic medical service,guarantee fair opportunities to secure medical service,and reveal the principle of basic level,which seems very important in medical service system.Currently,China's public health delivery system is highly centralized,urban public health systems have defects in the aspects of community health service compensation,human resources construction,doubleaction transfer treatment and so on.However,rural basic level public health system is short of effective cost compensation mechanism and vertical cooperation system,village hospitals allocation and function is not reasonable.We should establish rural community health service system and general practitioner system,reconstruct basic level health service compensation system and doubleaction transfer treatment system.
