Abstract

The paper classifies and summarizes the operating mechanism and service model of basic medical and health institutions perfecting structure and function of community health and rural health,improving the investment mechanism and strengthening level health workers,impelling the urban-rural integration,in order to provide reference for perfecting basic health service system and making citizens enjoy basic health service which is safe,effective,convenient and cheap.
