Abstract
This paper systematically studies on the one map administration system, development method, work mechanism and technical standard. It proposes that one map urban plan system in Shenzhen is a dynamic administration platform, which is based on the statutory plan. The feature of the platform is the integration of all kinds of planning achievement. The framework of the system includes core layer, management layer, basic layer and planning achievement database. By using GIS technology, the one map system solves the problems puzzling the planning administrative department resulted from the plans made by different departments or the conflicts between different plans.
