Abstract
This paper discusses a new framework of regional development planning during the 13 th Five-Year Plan period based on the integration of multiple such as the national economic and social development plan, urban master plan, land use plan, environmental protection plan, etc. The paper considers that it is based on the integration of multiple that a new framework of regional development plan will be established based on some spatial elements extracted from the multiple plans mentioned above. The regional development plan will be made the only one sketch-map for the future government. The paper also gives the definition and contents of the regional development plan, and puts forward the method of division of powersbetween different departments of the urban/regional government based on the case study of Lishui District, Nanjing. At last, the paper conducts some discussions about planning organization, planning formulation process, planning techniques, and planning management.
