Abstract

The paper reviews the experiences and the existing problems of district planning practice in Guangzhou since 1990's. Based on the comparison and references to relevant works from domestic and foreign counterparts, it explores a new urban planning administration oriented model, which is characterized by authoritativeness and flexibility. With a multi layer and bi stage arrangement as the frame, the planning management unit as the base, the dynamic renewal and combination of compulsory and non compulsory controlling as characteristics, the new model is an innovation of urban planning management system aimed at an administration with one map, It believes that under current high speed development and macro policy background,new planning administrative model innovation is rather a technical one.
