Abstract
Natural Justice,as procedural justice,comes from the United Kingdom.Natural Justice has two principles such as the rule against bias and the right to a fair hearing.It is necessary and feasi- ble for China to transplant Natural Justice when China makes the Administrative Procedural Law.
