Discussion of Priority Principle of Procedural Justice

Procedural justice and substantive justice are important and necessary aim of action. Priority principle of procedural justice in this article emphasize is, when they conflict and one of them must devote, procedural justice should be prior to substantive justice. Priority principle of procedural justice upholds judicial justice, judicial independence and judicial authority. It has internal and natural contact with modern rule of law and democracy;it excludes social and political power that interfere with judicial autonomy;it is contrary to autocracy.
