A Consideration of the Shift of the Surplus Labor in the Ethnic Rural Areas in Guizhou

The shift of the surplus labor in the rural areas shows the inevitable need and the result in the construction of the new countryside,because the process of the construction of the new countryside is also the process of the farmers move into the non-agricultural fields.The development of the coordinated rural economy is an approach to solving the surplus labor in the countryside and is a significant policy-making innovation.After China entered into WTO,the problem related to the surplus labor force in the countryside is more severe.Therefore,to maintain the harmonious development between the urban and the rural districts,we must adhere to the strategies of the urbanization of the countryside,the industrialization of the countryside,the industrialization of agriculture,the training of farmers with knowledge,and the shift of farmers into new areas,so that the surplus labor in the ethnic minority areas can be shifted to other areas and the construction of new countryside can be pushed ahead.
