Establishing a Legal System for Agricultural Subsidies while Constructing a New Countryside

The present of the agricultural subsidy legal system in China does not meet the needs of new countryside construction.The legal system of existing agricultural subsidy is out-of-date and there are many blanks in the incomplete legal system.Agricultural Lawand the relevant legal content have three shortcomings or defects: their content distracting,guiding or advocating words too many and the application not practical.So,a basic law system based on Agricultural Law for our country's agricultural subsidies and some other specific supplemental laws should be established,making definitely clear the targets of the agricultural subsidy,the programs concerned and the legal duties of the subsidy organizations and the relevant process so as to perfect the policy attached to the agricultural subsidies.
