On Farmland Resource Value Attributes,Design of Property Rights Structure and Protection of Peasants' Land Property

Farmland is the foundation of agriculture and national economy as well as the base of social stability in China.Farmland has economic,ecological and social value attributes,and social value attribute includes social security,social stability and other social function values.This article does some designs on property rights structure based on different value attributes.Economic value corresponds with property right of farmland using for agriculture,social security function value with development right of farmland,and others with their public property rights.Establishing a framework among different kinds of value attributes and property rights and prices of farmland provides principles for price measurement of farmland's property rights.It is indicated by Jiangdu county's case that the ratio of development right price and public property right price to whole price of farmland reaches to 81.85%,and the ratio of development right price is 63.02% which is 3.47 times as property right price of farmland using for agriculture.The ratio of public property right price reaches to 18.83% which is 4% higher than property right price of farmland using for agriculture.In the course of farmland expropriation,if development right and public property rights can be considered and be distributed to peasants,incomes of peasants' land property can be increased four times.
