Abstract
It is an essential prerequisite for realization of university management in accordance with the law by paying due attention to and strengthening the construction of the rules and regulations of the universities and setting up and amplifying each of them. It helps to promote the university m anagement to be scientific and normal, high-efficient. This paper makes some ana lyses of the problems and puts suggestions on the constructing of the rules and regulations of the universities.
