With the advance of the times and the further reforms of higher education, universities and colleges are faced with the problem of how to improve their rules and regulations. The need for a human-oriented administration requires that those rules and regulations be innovated in a human-oriented manner. Therefore it is necessary that, on the basis of a clear understanding of the concepts of the rules and regulations, their essence be grasped, that is, the general rights and obligations. This, in turn, will make clear the significance of the research work on the innovation and will help devise appropriate measures.
