On the Nature of Public Policies in Urban Planning

With the review of relative researches,this paper proposes that the understanding to the public policy characteristics of urban planning is being deepened continuously,and can be divided into three stages.Based on the fact that urban planning is the public policy,a lot of researches focus on the public policy characteristics from multi-aspects.It is regarded that the key of the transition from urban planning to public policy is systematic reconstruction of urban planning knowledge system according to the public policy characteristics.It is particularly important that urban planning should be integrated into the whole social system and the institutional innovation is needed.
