A Comparative Study: the Fund System vs. the Voucher System in Public Education Expenditure

Abstract

Proceeding from institutional economics, this study compares the the fund system and the voucher system in Public Education Expenditure and fi nds out their similarities and differences in contents, subjective role, behavioral characteristics and institutional performances. The purpose is to fi nd supportive evidence for the voucher system.
