Rethinking of the Education Voucher: A Research Based on the New Institutional Economics

In this article,based on the new institution economics,we demonstrate that the substance of education voucher institution in fact is the transformation of the character from the public goods to private goods,and the verge of distribution of the dominant power of the public educational resources between the government and the market will be confirmed during the transformation correspondingly.On the basic of above conclusion,we respectively argue the feasibility of the education voucher in the compulsory education and high education system,and elaborate the efficient function of the education voucher institution.
