Abstract

The purpose of this paper is to analyze resource allocation effect and policy meanings of the transfer of rural collective construction land. Method of economic analysis was employed. The results show that the transfer of the rural collective construction land changes the mode of resource allocation,accommodates the internal demand of market economy development,eases the tension of supply and demand,reduces the latent threat of the occupancy of cultivated land by construction land,achieves Pareto-Improvement and enhances the social welfare. It is concluded that the realization of the optimal allocation of the flow of the rural collective construction land must take defining the collective land ownership as the premise,ensuring the farmers' rights and interests as the key and the government criterion as the guarantee.
