Abstract
This paper adopts the method of system analysis to investigate relationship between the internal market mechanism of collective construction land transfer system,the government control and the external environment and the resource allocation.The results show that collective construction land circulation is a complicated and open system subject to many influential factors,including land property system,land market growth and market function failure,government regulation systems and government failure,and circulation system external environment,and that although collective construction land circulation helps optimize resources allocation,it is not necessarily more effective or brings about negative effects for resources allocation.In order to realize land resource optimizing allocation,it is necessary to take the following measures:perfecting legislation of rural collective construction land transfer,providing legal support for the transfer,deepening collective land property rights system construction,determining the subjects of collective land property rights and their powers,strengthening collective construction land market cultivation and government control,achieving the coupling of market mechanism and government intervention,changing government function,and ensuring standardization of governmental operations.
