Analysis on the Influence Effects of Rural Collective Construction Land Transfer on Resource Allocation

Abstract

In order to achieve land resource optimum allocation,the paper compares and analyzes systematically the resource allocation conditions before and after the transfer of rural collective construction land,so that the availability of resource allocation method is determined and a rational control system is chosen.The result shows that,compared with land expropriation,rural collective construction land transfer helps to optimize land resource allocation.However,whether the transfer has corresponding institution arrangement or not,or how ever the institution arranges and whatever the interests subject behavior trendis,the result is that collective construction land transfer may not necessarily achieve more effective resource optimal allocation.If reasonable norm or effective institution arrangements are absent,collective construction land transfer market function is still feeble or wies bring about negative effects of resource allocation.In order to achieve land resource optimal allocation,we must hold the influencing mechanism of collective construction land transfer system's internal structure and external environment on resource allocation,and on this basis,optimize control collective construction land transfer.The paper puts forward policy suggestions as follows:perfect rural collective construction land transfer legislation,provide legal support for the transfer,deepen collective land property rights system construction,definitize the subjects of collective land property rights and their powers,strengthen collective construction land market cultivation and government control,achieve the coupling of market mechanism and government intervention,change government functions,and ensure government behaviors standardization in many ways.
