An Analysis of Driving Mechanism of Rural Collective Construction Land Transfer

Abstract

On the basis of society, economy and land institution factors, and with the application of econometric model and empirical test, this paper analyzes the driving mechanism of rural collective construction land transfer, which, the result shows, has been evidently influenced by the different functions of social-economic and land institutional factors. Specifically, the level of non-agricultural industry development, farmland regulating reinforcement and land market development, which is the main driving forces, has a positive influence on scale of rural collective construction land transfer; urbanization and fixed assets investment, to a certain extent, also have an influence on process of rural collective construction land transfer; and rural collective construction land transfer obviously has regional differences. Therefore, diverse measures such as perfecting laws and regulations, scientific preparing land use planning and reinforcing land market should be taken to strengthen management of rural collective construction land transfer, which will ensure smooth transfer of rural collective construction land.
