Abstract
While traditional views on innovation are considered as a linear process of commercialization from basic research through application research to products,modern views on innovation are regarded as a systematic process of the interaction between economic behaviors.Therefore the research for innovation must be related to innovation-systems.And from the viewpoint of regional innovation-process,it is a system revolved in the interaction between some enterprises of industrial cluster and other economic behaviors.By way of the research on regional innovation-system,a relative conclusion of policies can be drawn.
