Construction of regional innovation system on the basis of industry cluster

Abstract

This article first carried on the definition of the industrial cluster innovation and the region innovation system,and argued that the relationship between industrial cluster innovation system and region innovation system are by no means equal.From extension of the concept,the region innovation system contains the industrial cluster innovation system.From the connotation,they overlap,but certainly do not equate.The industrial cluster innovation system is the region innovation system's foundation,but is not the core.Finally ,the article offered some thoughts on how to construct the region innovation system based on the industrial cluster innovation system.
