Establishment and Analysis on Industrial Clusters Innovation System

The role of industrial clusters is very important to regional and national economy. Studying the innovation system of industrial clusters can develop industrial clusters, improve the speed and level of innovation and develop the regional and national economy. Based on the study of enterprise innovation system, national innovation system, regional innovation system and industrial clusters innovation system, this paper analyzes the innovation elements including core elements, serving elements and surrounding elements, and studies the innovation process including technological innovation process, economical decision and behaviour and management innovation process. It also establishes an industrial clusters innovation system including three layers—core layer,serving layer and surrounding layer, and describes the innovation abilities of innovation system.At last it points out the context for future research.
