Eco-environment management institutional performance and eco-value of river basin——A case from Heihe River basin

In this study institutional changes of water resource management in Heihe River basin are investigated through State-Structure-Conduct-Performance( SSCP) model simulation on the basis of theories of ecological economics and institutional economics. Ecological values of water resources and water quality in the Heihe River basin are analyzed,Following findings are achieved:( 1) The current water resource management system of Heihe River basin is partly positive to improve economic efficiency in water resources. However,such management institution appears to be inefficiency,it cannot effectively achieve Pareto improvement,without sufficient compensation for the downstream residents economic loss.( 2) The residents can not be motivated to protect environment,thus the Heihe River basin resource suffers from non-point source pollution stress and even exacerbated.( 3) To protect water resources and ecological environment,there must introduce ecological compensation mechanism,to eliminate the contradiction between the structure of exclusive rights and interest of decentralized groups,and to fundamentally solve negative externalities issues. In this way,with interosculate ecological compensation and ecological resources protection,the residents would protect the ecological environment voluntarily in the stimulation of economic incentives.
