Preliminary Study on Maintaining the Life and Health of the Heihe River Basin

After implementing the scheme of water redistribution in the middle and lower reaches of Heihe River Basin in this century,the East Juyanhai Lake has been recovered with water,and the ecological environment in the drainage basin has been preliminarily improved,but there are still some problems threatening the life and health of the river to some extent.Based on considering the present situation of exploitation and utilization of water resources in the Heihe River Basin and the research achievements of the former researchers,in this study it is put forward that the ultimate goal of comprehensive governance and management of the Heihe River Basin is to maintain the life and health of the drainage basin.The connotation of life and health of the river isto maintain the water conveyance without stream cut-off,control water pollution without being over the standard,improve the ecological environment of the oasis in the lower reaches without degeneration,and provide the service functions of the river without discount.On which five measures are further put forward,they are tocontrol population growth,strengthen the publicity,education and popularization of the knowledge about the life and health of the river,persist in the Scientific Development View,realize the comprehensive management in the whole basin,implement water-saving irrigation in the whole basin and the weather modification project,increase the investment,and enhance the basic theory studyso as to provide the theoretical guidance for the comprehensive governance and management of the Heihe River Basin.
