Abstract
As a result of the human irrational use of water resource in the last century in Heihe River basin,the water resource allocation is out of balance between the ecological environment system and the socio-economic system,and the ecological and economic issues are highlighted.The surface runoff is allocated again to control further ecological degradation in the downstream of Heihe River.This article takes water resource as the main line,and analyzes the basin socio-economic and ecological condition after water redistribution of the Heihe River.The results indicate that because of the integrated watershed management and industrial restructuring in Zhangye City,ecology and economy have been somewhat improved in the overall basin,which consistent with the principles of Pareto-Improvement,and provides the basis for healthy ecological and economic development of the basin.
