Abstract
The supremacy of law is the fundamental characteristics of the society ruled by law.The establishment of the authority of law is the critical presupposition to carry on the law-ruled construction.To establish the authority of law,two measures are to be taken:one is to regulate the authorities by law and constrain their power;the other is to benefit people by law,thus enabling them to obey the law consciously.
