Ruling by law is a general plan for governing a country. The distinct label of constitutional society is that the law should own the highest authority with people abiding by the law. Therefore, people must first construct the authority and supremacy of the law, then fully exertiny the secure function of the law for their legal advantage,which shall form people with relief and respect for the law from their heart. Finally,the law will be transfered into criterion of their own behavior,conducting the people and leading the whole society to a lawful atmosphere. The general law-abiding which is given willingly by people is the basic demand and idea state for the constitutional society.
