The connotation of the rule of law requires that administrative system reform should adhere to the principle of the rule of law.We review the course of China's administrative system reform.In the process of the reform the lack of legal protection mechanism and the rule of law is the fundamental cause of many problems.Promoting the reform of the administrative system under the rule of law is to regulate the power,responsibilities,procedures and the ways of the main body of the reform by perfecting laws and regulations in order to clear responsibilities.System and regulations will make the reform get continuous power to promote the government to effectively perform functions.
