Abstract
With the acceleration of the process of democracy a nd the rule of law in administrative areas, the non-authority administrative means plays a much more important rule. However, as a newborn in administrative acts, facing problems existed in the lags in research、inadequate protection of the rights、lack of system guarantee and so on, it should be controlled by lawruled procedure. Suggestions through reconstructing the theories of the science of administrative law、renewing the sense of service、holding on principle of administrative law and perfecting legal regulations and so on are beneficial to expedite the administrative law and provide experience for building service-oriented government in China.
