Abstract

Several administrative reforms have been made since 1980's,but the power of administrative reform is executed without the supervision of law. The authors hold that the solution to this problem is an important element to decide the effects of reform in the future. So we must clearly define the conceptions of various elements of the power of administrative reform, thus making it work in the track of the law.
