On the Form Justice of Law and Law-abiding

The form justice of law is comparable to the essence justice. And the former is primary criterion and important content of ruling of law,stresses general rule and universal applicability. The important reasons for the citizens to follow the law are to execute and realize ruling of law,in which law-abiding means esteeming the form justice of law that can be taken priority over the essence justice if necessary. And the legal construction in China is in the initial period currently,so the important thing is to make the citizens follow the rule awareness,respect the top status of laws and abide by the laws.
