Abstract
The public service provided by the government shows low efficiency and bad quality, owing to the influence of the factors such as the limited governmental ability the governmental soft restriction , which dissatisfied the people and caused the need to carry through the privatization in the public service, the government takes on the important responsibility in order to assure the success of the privatization.
