The privatization innovation of public utility does not mean the release of governmental responsibility.On the contrary,only if the government takes on its responsibility,the innovation of privatization can carry through healthily and successfully.The governmental responsibility in privatization includes driving privatization healthily and orderly,promoting competition,maintaining public interest,realizing general service,coordinating each side's interest and supervision ere.In order to realizing these responsibilities,we should not only converse governmental roles and transform,but also reform the control agency of public utility,set up self-contained legal system and ensure extensive public participation.
