Abstract

The public service provided by the government shows low efftciency and bad quality,owing to the influence of the factors such as the limited governmental ability and the governmental soft restriction ,which dissatisfy the people and cause the need to carry through the privatization in the public service.The government takes on the important responsibility in order to assure the success of the privatization.
