Abstract
This article discusses some confusions between urban planning and public policy attributes. It argues that the social significance of urban planning, the characteristics of modern administration in urban planning and the local public policy system all changes in the history of urban planning. According to the so- cial and economy situation in China, this paper carries on some reconsidering, and focuses on the new developments of ur- ban planning.
