Public policy attributes of urban planning and its presentation in the urban planning making

As the public policy or being with public policy attributes,urban planning has already become a basic consensus and enhanced to the legal importance.However,in planning practice,this situation still stays at the conceptual level.To address this issue,the conception and operation of urban planning need to be changed to ensure the public policy attributes of urban planning in the preparation stage.This article firstly analyzes the attributes of urban planning,such as comprehensiveness,process,public welfare,authority and mandatory.On this basis,it discusses how to reflect the major attributes of public policy in the progress of survey,multi-scheme selection,planning framework discussing,and the production results so as to safeguard public interest and social order and fair value.
