The reprocessing of government information is the public and free usage and marketability of the government information. It is the publicity and reusability of the government information. At present, in the laws of our country, there aren't clear and definite provisions to reuse the government information publicly, but some government departments monopolize the information and make it unable for the public and society to use them, and it makes the information unable to increase in value. So we must enlarge the path of the government information, realize the government information reprocessing, establish a government ruled by law, a liability government and a public and transparent government, and then utilize the legal system and market mechanism to ensure the publicity, transparency and the equity in usage of the government information.
