The Mechanism to Realize and Safeguard Legislative Justice

Abstract
Legislative justice includes the procedural justice of legislation and the substantive justice of legislation, and the substantive justice of legislation is obtained through procedural justice. The essential elements of the procedural justice of legislation include: procedural openness,procedural participation,procedural autonomy,procedural neutrality and procedural efficiency. In order to realize the legislative justice, further improvement should be done to the institutions concerning the public directly participating in the legislation, legislative openness, legislative challenge and legislative hearing.
