The Policy Innovation for China's low-carbon Development

The development of low-carbon economy is an inevitable choice for China to achieve the goal of acting as a responsible nation,obtaining peaceful growing-up and sustainable development.In Britain,the United States,Japan and other developed countries low carbon economy is mainly promoted through developing some renewable and clean energy,increasing the efficiency of energy and lowing the proportion of the high-carbon industry.And the policy instruments of those countries are mainly market-based ones.Currently,specific low-carbon policies are not included in the China's policy system.The relative policies are mainly associated with some administrative measures,such as command-control,which hinders the development of low-carbon economy.Hence,low-carbon economy policy in China should follow the market-oriented reform process and the policy design should be changed from relying on administrative means to relying on market mechanisms.
