On Reforming the Internal Institutions of the Procuratorial Organs

In the past ten years,the internal institution has been a research hotspot concerning the reformation of procuratorial work. Studying this issue,we shall thoroughly understand the existing situation,analyze the problems,evaluate and analyze the advantages and disadvantages of various reform proposals. The premise of setting up internal institutions is to distribute the procuratorial authority. Researching this issue shall follow six principles and learn from foreign countries. The reform mode shall follow the tripartite structure: as to leadership decision-making,importance shall be attached to improving the decision-making mechanism of procuratorial committee; for integrated management organization,we may learn from the super-ministry reform mode of state administrative organization; in terms of business handling institution,we have to scientifically define the limits of authority of each department according to the principle of distributing the procuratorial authority,moderately adjust the function of the internal institutions,and streamline procuratorial organs abiding by the rule of litigation.
