Transformation of Local Environmental Legislation in the Construction of the "Two-oriented Society":A Case Study of Hunan Province

In alow-carbon age,the local environmental legislation is an indispensable way to implement the construction of two-oriented society.Of local environmental legislation,there are some demerits,including single legislative body,lack of local value proposition,tendency of sector interests,implementation mechanism based on administrative means,and inadequacy of local legislative system on ecological environment.This is an administrative-dependent environmental legislation or economic development-oriented environmental legislation.The construction ofTwo-oriented Societycalls for the livelihood legislation so as to protect individual's health and keep the sustainable development of environment,society and economy,adhering to the principle of balanced development on urban-rural environment,economy and society.In order to guarantee the scientific nature of local environmental legislation,coordination and talks principles shall be followed.In order to realize the livelihood-oriented local environment legislation,we shall uphold the livelihood and well-being of the people as the highest legislative philosophy,ethics of care for the socially disadvantaged,optimization of local environment legislative power and fully protect the non-powers legislative participants to participate in local environmental legislation.Local environmental legislation shall be specific so as to highlight the locality and implement thereof.In addition,the local environmental legislation should establish cross-sectoral and cross-regional coordination mechanism,and strengthen the Systematization of local environmental legislation.
