But the local environmental legislation at present can't meet the demand of the western development, such as lack of sound local legislation and scientific legislation method, key points, systematical innovation, flexibility, activeness and foresightness. In the western development, we should quicken up the speed of local environmental legislation, set up scientific legislation system and fulfill the combination of western local environment legislation, national environmental law and international environmental law. Moreover, based on the western characteristics, we shall mainly emphasis on the prevention of environment, clarify the function of each department, the scope and means of public participation, as well as expressly prescribe the citizen's statutory duty on environmental protection.
