Present Situation,Problems and Countermeasures to Environmental Legislation in Hebei Province

Local peculiar environmental problems need local environmental legislation for creating environmental protection measures appropriate to regional characteristics,so an empirical research has a practical significance.At present,Hebei environmental legislation advances in quantity and pays attention to waste change simultaneously,and the legislative field is broad.There also exist problems such as the National People's Congress legislation is weakened and the project is not balanced and public participation is limited.Suggestions are proposed that legislative competence should be defined,the government responsibility and public interests should be sthengthened and the puhlic should be guided to participate in legislation to promote legislation practice.
